摘要：A mobile communication system including: a first wireless base station; a second

wireless base station located within a service area of the first wireless base station andconfigured to have a service area smaller than the service area of the first wireless basestation; a wireless terminal configured to couple to the first or second wireless basestations; and a communication control apparatus; wherein the communication controlapparatus controls adjustment of communication parameters of the first wireless basestation, instructs the second wireless base station whose communication parameters havebeen changed to measure a wireless quality of the first wireless base station whenchanges to the communication parameters of the first wireless base station have
